Funding requirements also break down when sponsor funding is continuously available. A well-funded internal innovation lab may not need periodic cash gates. Finally, the model assumes that the performing organization tracks accrual and cash separately.

In small companies or short-duration projects, the distinction between cost and cash may be immaterial, and a single budget may be sufficient. Recognizing these boundaries helps practitioners apply the concept where it reduces risk rather than creating administrative overhead.

Common Misinterpretations of Funding Requirements

Misinterpretation: funding requirements are simply the project budget expressed in cash. Fact: the budget is an approved cost estimate, often developed through flow-based estimation, while funding requirements specify when funds must be available and in what increments. A project may have a $1 million budget but require $800,000 in the first quarter and only $200,000 afterward.

Treating the two as identical causes sponsors to approve projects without checking cash availability. Another common misunderstanding is that total funding requirements equal the cost baseline. Fact: total funding requirements typically include management reserve if the organization chooses to fund it, whereas the cost baseline excludes management reserve.

Confusing these numbers can understate the cash the sponsor must set aside. A third misinterpretation is that periodic funding requirements must match the planned value of work each period. Fact: funding limit reconciliation may impose cash constraints that require work to be rescheduled or delayed.

The funding profile can be smoothed or capped even when the schedule would otherwise demand a spike. In practice, funding requirements are a planning tool that coordinates cost, schedule, procurement terms, and organizational liquidity. They are not a mechanical copy of the cost baseline.
